John Cornyn (R, TX) has introduced the "Internet Stopping Adults Facilitating the Exploitation of Today's Youth Act," which, according to CNN would require any Wi-Fi provider (including coffee shops and access points run by individuals) to keep DHCP records for at least two years.
Section 5 of Senate Bill S.436 states:"...A provider of an electronic communication service or remote computing service shall retain for a period of at least two years all records or other information pertaining to the identity of a user of a temporarily assigned network address the service assigns to that user.'

It is speculated that this might be useful on long space voyages where energy from the Sun is not readily available.
