Technically the original definition of the term is was trademark for the Psion netBook from 1999.

I'm not sure where you imagined "A Windows 8 device with 16 GB or ram, quad-core i7, and big SSD" though.

The current Asus Eee Book's feature Intel Atom or AMD E-350 CPU's.
Samsung, Acer and HP make some Atom based netbooks as well.

Hybrid cars do more damage to the road.
They're heavier than the equivalent non-hybrid. Road damage goes up exponentially with axle weight.
They also tend to have narrow tires to reduce rolling resistance. Narrow tires cause more deflection in the road surface, leading to more damage.

Yet they use less petrol and pay less tax to maintain the roads they're causing more damage to.

Probably cheaper and easier to just buy 16 netbooks and leave the process how it is.
Bonus being not having to run ethernet cables across the forecourt, or a power cable to run the switch. Perhaps the petrol station doesn't want all of their pumps out of action at the same time too... since that could lose them business.
