As a graduate of the U of I (no, not that one, the other- no not that one either. The good one. No, not that good one. Nevermind...) I can sympathize with the confusion aspect of this (although at least we keep our letters in the right order).
Many of those systems have no (or minimal) idle time. Also, this misuse caused them to consume more power, and increased the wear on the systems components. There was a real impact from this. The $150k indicates a lot of cpu time was consumed for this, but TFA doesn't indicate how much- certainly more than would have been 'spare time'.
That's a small detail. If it can use tap water, it can also use water from the condenser coil or filtered rainwater collection. Or they could just add a small reservoir (similar to the windshield wiper fluid reservoir) which gets topped off when they change the battery.
Or they could just fill it up with the "amazing, mileage extending super water" which would be sure to hit the shelves soon after these batteries are released.
We'll need a follow up to see if they change the markings back in a year.
They'll probably just find other locations to 'fix' the markings on next month, and probably warn the ticket writers not to make it so obvious.

You're forgetting that many people can not be immunized- babies, some elderly, people with compromised immune systems, people with other conditions. etc. These are the people who are most threatened. This threat is in addition to those mentioned in the other comments about mutations, and vaccinations not being 100% effective.
