IE is great for running ancient shit intranet sites. Java is negligent to run as a plugin. Only few good reasons for IE is group policy to allow java to run on only intranet or trusted site lists. If your mcses at work have it enabled globally they should be slapped up the back of the head.

So speed is still possible as 14000 cpu cycles is nothing when an i7 can do 180,000 instructions a second. Kind of sad that an inefficient design is that poor? If you answer build your own dvr which only represent 5% of users then you need just a fixed long sequencial access. Ah a mechanical disk is up your alley. You don't do random 4k burst dependent on latency. You gain nothing and a mechanical disk is like $60 a tb. So buy some cheap WD green's in a raid and call it a day. Use an ssd for pc use.

I studied and tutored experimental design and this use of inferential statistics. I even came up with a formula for 1/5 the calculator keystrokes when learning to calculate the p-value manually. Take the standard deviation and mean for each group, then calculate the standard deviation of these means (how different the groups are) divided by the mean of these standard deviations (how wide the groups of data are) and multiply by the square root of n (sample size for each group). But that's off the point. We had 5 papers in our class for psychology majors (I almost graduated in that instead of engineering) that discussed why controlled experiments (using the p-value) should not be published. In each case my knee-jerk reaction was that they didn't like math or didn't understand math and just wanted to 'suppose' answers. But each article attacked the math abuse, by proficient academics at universities who did this sort of research. I came around too. The math is established for random environments but the scientists control every bit of the environment, not to get better results but to detect thing so tiny that they really don't matter. The math lets them misuse the word 'significant' as though there is a strong connection between cause and effect. Yet every environmental restriction (same living arrangements, same diets, same genetic strain of rats, etc) invalidates the result. It's called intrinsic validity (finding it in the experiment) vs. extrinsic validity (applying in real life). You can also find things that are weaker (by the square root of n) by using larger groups. A study can be set up in a way so as to likely find 'something' tiny and get the research prestige, but another study can be set up with different controls that turn out an opposite result. And none apply to real life like reading the results of an entire population living normal lives. You have to study and think quite a while, as I did (even walking the streets around Berkeley to find books on the subject up to 40 years prior) to see that the words "99 percentage significance level" means not a strong effect but more likely one that is so tiny, maybe a part in a million, that you'd never see it in real life.

OK, I get that, I'm not sure that's more prevalent, and I was just providing a counter example. In Uruguay, spending on technology for education is a lot wiser at the government level, than it is at the private level.
I think that the market and the private interests are overrated. There are lots of cases where markets just don't work, and private interests add up against the common good. In those cases, people spending other people's money can end up with a better result, even accounting for corruption or lack of accountability.

In Uruguay, it's not really better than the US system. It's more egalitarian, but not that good.
Public Universities are free, but poor kids can't really use them. If you are poor, chances are you will drop out of uni after one or two years, because you are unprepared in the first place.
There are some student aids, but they don't meet demand. Also, high school results are worse in poor neighborhoods. Private schools are popular because of this, but they don't achieve better results, if you compare within the same economic bracket of population.
The OLPC is getting old, but it's WAY cooler than an IPAD.
It has a keyboard, and is suitable for kids holding them for hours.
Kids use them on the doorstep of someone with wifi, or even the school on weekends.
They don't really get stolen, because there's no market for them, and they "die" if stolen.
You can use them in the sun, because they have suitable screens.
There's a dedicated network of local content, curricular and otherwise, even textbooks, tailored for it.
No way you can replicate all this, just by buying a crapload of consumer products. You need to create a tailored solution, thinking about the kids you are trying to reach. For instance, if they were doing this from scratch, it would look closer to a Lenovo Yoga or something like that, but with padding for kids, dedicated LTE or something close, and all textbooks included, something for teachers, something in that line.

I was a loyal AMD user too. I tried and stayed til last year. It is frustrating but an i7 4 core with 8 virtuals with hyperthreading really sped uo my games compared to the 6 core. It is 2015 and time to move on. AMD needs to leave xp 6 and go all ATI to stay solvent.
