Actually Hamburg is a so-called "free city" inside Germany (i.e., is not part of any state / land) due to its history as a free city since 1189. While technically it is a self-governing entity at the level of state, its name and real status is that of a "free and Hanseatic city".

Funny, in my eyes the "Orwellian behaviour" comes from the unions, which in Germany have representatives in the board of directors, free real-estate inside the company premises, and the power of the government behind their neverending march on terrorizing their own employer.

ICANN does not assign domain names but TLDs. The .kz TLD was assigned to some government body in Kazakhstan and Google paid that body (not ICANN) to get their google.kz domain.

Moreover, paying for that google.kz doesn't mean it is owned by Google, only merely assigned. I am quite sure the national registrar retains full rights over the domain itself (just like the government still owns the passport, while you and me are only passport "holders").

Basically the Kazakhstan government can do whatever they want about .kz domains and Google decided not to comply (assuming the consequences, obviously).

I'm all for eco-everything, nature protection, responsible development. But the idea of the national (or, in the case of the EU, supra-national) government brutally interfering in the affairs of local administration is just horrible. Totalitarian to the bone.
