Actually, since moving overseas I've learned that such tests are only known as multiple guess tests over here. The term "multiple choice" simply isn't used. No. You have to distribute matched pads - one to the encoder, one to the decoder.
Thus, if someone gets his or her hands on a copy of the pad, decryption is trivial.
