NewYork writes: Immigration officials said they had finished a new rule that will allow foreign spouses of immigrants holding a visa known as an H-1B to work if the immigrants are in the process of becoming legal permanent residents. The old rules had created financial and emotional strains for many families of immigrants working in the tech industry and had discouraged foreigners with advanced skills from coming to this country.
