Part of it is because the volcanism on Hawaii is very volatile--there's been incidents of accidentally releasing poisonous gas from the test facilities. Also there's religious issues--the volcanoes on Hawaii are sacred to a lot of the native population.
It's up to the person making the claim to provide the references. If he does not, we are perfectly justified in assuming they are completely bogus.

But you better believe a Congresscritter keeps track of what he gets large amounts of such mail from his constituents on. Because, while you can't get elected without money, having money doesn't guarantee you election (as the number of people who have tried throwing massive amounts of money at an election only to fail miserably shows). He may or may not do what they want, but he *will* pay attention.
