The model case is a retailer who increases the price of existing stocks of milk and bread when a hurricane is imminent. It is a defense to show that the price increase mostly reflects increased costs, such as running an emergency generator, or hazard pay for workers.
Well guess what? I'm not a "supplier" or "retailer" of any goods...hence why I'm selling it on craigslist!

No, the reason rally cars don't have ABS it's because they are not allowed to.
In the US, the rules allow you to remove or disable the ABS system, but don't require it.
