Small boats regularly depart illegally from Indonesian beaches, heading for other countries and when told about it, the Indonesians show zero interest in arresting and charging the crews and passengers or even taking them back. Basically they don't gave two shits about whatever enters or leaves their country.

Primary radars are short range devices. Its pretty easy to evade them, by design or by accident.
