I don't know either but just consider if even a small PV panel of a couple of square meters was on each one, the cost would be much less through economies of scale and it would make a significant dent in energy demands (but oh no it won't completely replace all nuclear coal and gas fired power stations in the whole US so we shouldn't bother).

And yes most states now have laws that prevent HOAs restricting the use of PV.
