My best guess is that it identifies you for purposes of the +1 button, which is similar to Facebook's Like button. If you press it, that web page shows up on your G+ profile on the +1 tab. But even if you never press it, it still tells Google that you visited that web page.
Web pages like it because they get to be recommended on social networks. And the social networks like it because they can track your browsing habits. It's win/win!

The bots are programmed to not spell correctly, and to make "typos." Also they need to wait for a reasonable delay before answering. A machine could answer in 150ms but a human needs a few seconds to type a response. They are not supposed to be "too perfect."

Confusion Reigns As Analog TV Begins Shutdown 434
As TV stations across the country switch off their analog signals, uncertainty reigns. Some 691 stations will have converted to digital broadcasting by midnight tonight (some interpreted the mandate as going digital by Feb. 17, not during Feb. 17, and shut down yesterday). This represents about a third of TV broadcasters nationwide. No one can say how many of the estimated 5.8 million households unready for the transition are in areas served by the stations that are switching now. The FCC added to the uncertainty by imposing extra conditions, making it unclear until last Friday exactly which stations would be switching at the beginning of the transition period. The article quotes a former analyst at Barclays Capital who said the whole process has been "botched politically."

Exchange Comes To Linux As OpenChange 249
joesmart writes to tell us that new work on OpenChange and KDE seeks to bridge the gap between groupware compatibility and open source. KDE developer Brad Hards spoke at the Linux.conf.au conference and said the goal of OpenChange is to implement the Microsoft Exchange protocols as they are used by Outlook. "OpenChange has client and server-side libraries for Exchange integration and relies heavily on code developed for Samba 4. It is open source software licensed under the GPL version 3. Hards said more work is being done on the client side and 'we have code for the server,' but estimates another 12 months of development is required to produce an OpenChange server ready for production."

Pandanapper writes to tell us Yahoo is reporting that if you find yourself watching an ad on a video screen in a public venue, the ad may be watching you as well. "Small cameras can now be embedded in the screen or hidden around it, tracking who looks at the screen and for how long. The makers of the tracking systems say the software can determine the viewer's gender, approximate age range and, in some cases, ethnicity -- and can change the ads accordingly. That could mean razor ads for men, cosmetics ads for women and video-game ads for teens."
