Futselaar writes: "According to the Japan Times, the introduction of a database of WWII widows in 1985 was implemented so sloppily that 21,000 widows were lost in the conversion. These women missed out on their state benefits, saving the Japanese state a sweet 41 billion Yen. All the more so because, under the statute of limitations, Japan is under no obligation to compensate them retroactively."
