$10M For Unmanned Aircraft That Can Perch Like a Bird 176

coondoggie writes "Unmanned aircraft maker AeroVironment got an additional $5.4 million to further develop a diminutive aircraft that can fly into tight spaces undetected, perch and send live surveillance information to its handlers. Last Fall, AeroVironment, got $4.6 million initial funding from the Defense Advanced Research Projects Agency (DARPA) to develop the Stealthy, Persistent, Perch and Stare Air Vehicle System (SP2S), which is being built on the company's one-pound, 29-inch wingspan battery-powered Wasp unmanned system."

Cisco Introduces Rackmount Servers 93

But the company says its ambitions are more targeted than a full-scale 'all your racks are belong to us' assault on the volume server market. Cisco says it sees its 1U and 2U C-Series rackmount servers as offering an entry point to its Unified Computing System vision for companies who've built their data centers using rackmount servers instead of blades. But it thinks many customers will like the expanded memory capacity Cisco has built into the Xeon 5500/Nehalem EP processor."

Device Reads Messages From Surface of the Brain 156

Al writes "Technology Review has a story about a start-up company that has developed a more-accurate and less-invasive way to read a patient's thoughts. Neurolutions, based in St Louis, has developed a small implanted device that translates signals recorded from the surface of the brain into computer commands. The device, which is less invasive than implants and more accurate than scalp electrodes, uses a grid of electrodes placed directly on the surface of the brain to monitor electrical activity. This technology is currently used to find the origin of seizures in patients with uncontrolled epilepsy before surgery. But the company says it could also help paralyzed patients control a computer and perhaps prosthetic limbs using their thoughts. Tests involving more than 20 patients have shown that people can quickly learn to move a cursor on a computer screen using their brain activity."

Cyberwarfare in International Law 136

belmolis writes "If the CIA is right to attribute recent blackouts to cyberwarfare, cyberwarfare is no longer science fiction but reality. In a recent op-ed piece and a detailed scholarly paper, legal scholar Duncan Hollis raises the question of whether existing international law is adequate for regulating cyberwarfare. He concludes that it is not: 'Translating existing rules into the IO context produces extensive uncertainty, risking unintentional escalations of conflict where forces have differing interpretations of what is permissible. Alternatively, such uncertainty may discourage the use of IO even if it might produce less harm than traditional means of warfare. Beyond uncertainty, the existing legal framework is insufficient and overly complex. Existing rules have little to say about the non-state actors that will be at the center of future conflicts. And where the laws of war do not apply, even by analogy, an overwhelmingly complex set of other international and foreign law rules purport to govern IO.'"

Cannabis Compound Said To "Halt Cancer" 383

h.ross.perot informs us of research out of the California Pacific Medical Center Research Institute suggesting that a compound found in cannabis may stop breast cancer from metastasizing. Cannabidiol, or CBD, could develop into a non-toxic alternative to chemotherapy some years down the road, if animal and human trials bear out its effectiveness. The article notes that smoking cannabis will not deliver significant quantities of CBD.
