Well, then. We should all adopt your definition of the term. There's a reason art is subjective - as long as the consumer and the producer agree that it's a performance, it doesn't matter what you or the dictionary call it.

My guess- a converted religious person of some type, with full faith in conversion, but realized that AM's "pay to delete" was a total fraud, after trying to delete their account. Contempt for the former life and those still in it is common in certain conversion circles.

Without knowing the GS/contractor divide at OPM, it's hard to say who is ultimately to blame. If OPM gave carte blanche to the contractor, the latter is generally the one at fault. If the government micro managed the contract and ignored suggestions, the blame is back with them.
