This is where something like an association of water departments could get together and share an enterprise level subscription. They could also coordinate water control efforts and come to each other's mutual aid.....

But then again, this IS the United States we're talking about, and that sort of shared responsibility and accountability is largely derided as "Socialism" or "Big Government Overreach" so it will never happen.

In the United States, that would be the role of the insurance companies.

In civilized nations, this role does not appear to exist, but I am stuck here so I don't have first hand experience.

The way I would pose the question is; What value would be created as a result of the energy used?

Given that there would be people working at the facility and chips being manufactured that would be sold, it would most likely make sense to use that energy to help create useful items such as integrated circuits.

It makes more sense to me to use it for that as opposed to using the energy to power virtual currency farms because most people have little use for a string of ones and zeros.

Unfortunately, the problem isn't resources or the lack thereof.

The problem is that in the United States, prisoners are barely treated as human beings. The very idea that they are due anything but the minimum allowable is pretty much a non-starter.

"Team Red" is big on punishment and "Team Blue" only uses that to differentiate themselves from the fellow Party members. They really aren't interested in changing the system, as then they lose the "campaign contributions" of the corporations that own the private prisons that the majority of prisoners are in.
