First, I assume you mean MOBILE Safari.
Based on the thread context, why would you infer otherwise?
Second, you have moved the goalposts; but I would imagine it depends on certain factors. However in Mobile Safari, if I "long-tap" on an Image, it brings up a contextual menu. One of the selections is "Save Image". If I choose that, the image (picture) goes to my "Photos" library. Sounds "Downloaded" to me.
Odd. I just tried this using my wife's iPhone 6+. There's no context menu popping up when I long press an image. Tried this with the same image on my Android phone and I get the expected context menu.
With videos, it appears you cannot download from Safari directly; however, GoodReader has web-browsing capabilities, and you can certainly Download (and Play) directly from that App. So, obviously, iOS doesn't keep you from Downloading video; they just didn't build that into Mobile Safari (that I know of). Chrome may allow it directly, although it doesn't seem to.
This is what irks me: why do I need a separate app for this when every other computing environment (eg Windows, Linux, Mac OS, Android) doesn't?
If that's too hard for you, may I recommend a Flip-phone?

Surgace tablet, I'm not sure why. Surface Pro, on the other hand, is pretty good hardware. I installed Debian on mine (Surface Pro 3).
If car, airplane, and defense companies are added. Are these not considered "technology"? Is an F-22 not considered "technology" anymore? Why does software and computer hardware only get counted as "technology"?
Haven't driven a manual recently I gather? They all still have clutches. No manual (ie manual clutch, manual gear selection) is a semi-automatic but some automatics are semi-automatic (ie auto clutch (instead of torque convertor), auto gear selection)
The IT staff felt I was competent enough to be given Admin access to my machine. So I shrank the Windows partition and installed Debian in the empty space. Works great! I can do my work just as well on Debian as I can in Windows

Cheapo Mini-itx system that has on-board ethernet with a wireless card adaptor. That's what I have at my house.
Intel was trying to get into smartphones and failed. They're still in the tablet space though, where ARM still dominates, so the comparison is still valid.
There are plenty of companies with higher revenues than Microsoft (eg most oil companies, Wal*Mart, etc.). That doesn't mean higher profits though. Amazon sells so much stuff, it was inevitable their revenues would increase. But their profit margins are pretty small.
Raspberry Pi 3 has 64-bit ARM and runs Debian.
Odds are you will see a Windows version of the same machine. I just hope you can put Linux on this one or the Windows version... Oh and that the touchpad does not suck.
I already runs Linux. It just so happens that ChromeOS sits on top of it.
