Put a linux box between him and the internet and setup packet shaping.
Create a script that lets him play for so many hours, then slowly degrade the quality of the connection until he quits in frustration.
Start at 2am, and slowly move it back each day until he is only playing a few hours a day.

Your never going to get them to cooperate with you, so Instead just go along with them. Then think up some bogus excuse to find out what software is installed, and assume any software you haven't given them is pirated.

Then go to all the affected companies and buy the licences from them. Keep all the licences Locked up at the head office. Just leave the branch offices with the pirated software installed.
That way you have the moral high ground (and probably legal immunity), the companies get their money and the branch office doesn't get angry with you.

His plan involves utilizing new software to monitor peer-to-peer traffic on an ongoing basis. 'At an afternoon Senate Judiciary subcommittee hearing about child exploitation on the Internet, Sen. Joe Biden (D-Del.) said he was under the impression it's "pretty easy to pick out the person engaged in either transmitting or downloading violent scenes of rape, molestation" simply by looking at file names. He urged use of those techniques by investigators to help nab the most egregious offenders."

Anonymous Coward writes: "This Friday, it became known that the Swedish Police Board will shut down The Pirate Bay, the popular file sharing site, by classifying it as a child pornography site in the blocklist that Swedish Internet Providers respect. Some time next week, an update to the blacklist will include The Pirate Bay. This means that anyone from Sweden visiting the well-known file sharing site The Pirate Bay will be greeted by a block page from the Police Board saying they're not allowed to visit child pornography sites."
