Come to think of it, "web application fuzzing, and aggressive scanning for vulnerabilities on internet-facing systems" is what any somewhat decently run IT organization does against itself, exactly to prevent these ElCheapo attacks. In fact, at one of the Universities I teach at, they do this as an event for the students (with rules, of course), with awards and recognition for the best results.
Simple: These are not Chinese state-sponsored hackers. At best they are state-tolerated hackers, but they may just be seen as criminals (which they are) by the Chinese government as well. Maybe they are tolerated as long as they only hack the US, but looking closer, them selling apparently to anybody could also make them traitors to China.
What demented "reporting" is this? Spies use access for themselves. Criminals sell access and if these here sell to anyone, the Chinese administration may well see them as criminals as well, maybe even as traitors.

Also, while that accusation of being a pervert (gay, atheist, liberal, supporter of the other side, etc.) does not have to be true, actual data allows you to come for the more credible targets first and then deal with the less credible ones later.

And your citation does not even really support that their trans wishes were an important factor. This is usually more described as a disconnect and as wanting to be accepted, not as "something wrong with the world".
You can still occasionally defend yourself against it, even when not rich, and sometimes the rich and powerful can still be subject to censure by the legal system. You can also still associate in private and criticize the government or its agents without getting locked up. Look at other examples and you find that goes away with stronger forms. Not that it will take really long for the US to get there as well.
Yes, things are pretty bad. But they can get a _lot_ worse and it looks like they will.
