They are clever to use Linux/Kubuntu/(open)SUSE in government but they don't do a sizeable donation/support to something like Clamav.

Here is a crazy idea. Acquire a well known, respected German AV makers code. Cleanup the code. Re-release it similar to VirtualBox, e.g. source is open but for extra commercial/secret things, require a separate binary module.

What if a judge installed a fresh Windows to his low end PC and watched that junk code struggle to install for 20 mins triggering compatibility telemetry scan of entire OS?

Seriously I thought it was only Google and Apple who can't code for Windows but Google drive got its act together lately.

Even Linus talked about putting rust code into the Linux kernel. Yes, that C thing. Even companies like Microsoft are excited about it. Whatever you got in last 5 versions came thanks to rust. It must be a big bet but they succeeded on that.
You should put the blame on other things. E.g. changes in address bar, buying pocket etc.

It was Wayland exclusive for a while but now at least on beta we have video decoding acceleration on Linux desktop in official way. No unsupported "they will hack your machine and burn your house" type things like Chromium.

Did Google care enough to serve it? No. They actually tried to prevent anyone from doing it down to censoring bug pages.

They have "root access" on Android but they only manage to barely run Photos (it has to be foreground etc) backup on iOS. It would be absurd if Apple allowed Google to gather users data for backing up.

A "real" backup would be Titanium Backup (commercial, needs root) or ADB backup on Android. For iOS, use iTunes or iCloud.
