KDE have announced the release of Plasma 5.4 desktop. This release of Plasma brings many nice touches for our users such as new fullscreen application launcher, much improved high DPI support, KRunner auto-completion and many new beautiful Breeze icons. It also lays the ground for the future with a tech preview of Wayland session available. We're shipping a few new components such as an Audio Volume Plasma Widget, monitor calibration tool and the User Manager tool comes out beta.

KDE announces the release of KDE Applications 15.08. With this release a total of 107 applications have been ported to KDE Frameworks 5. There are several new additions to the KDE Frameworks 5-based applications list, including Dolphin, the Kontact Suite, Ark, Picmi, etc. This release of Kdenlive video editor includes lots of fixes in the DVD wizard. Okular document reader now supports Fade transition in the presentation mode.

The Open Document Format for Office Applications (ODF) Version 1.2, the native file format of LibreOffice and many other office applications, has been published as International Standard 26300:2015 by ISO/IEC. ODF defines a technical schema for office documents including text documents, spreadsheets, charts and graphical documents like drawings or presentations. The current version of the standard was published in 2011, and then was submitted to ISO/IEC in 2014.

SUSE announced partner program expansion to include support for 64-bit ARM server processors. This expansion makes available to partners a version of SUSE Linux Enterprise 12 that allows them to develop, test and deliver products to the market using 64-bit ARM chips. To simplify partner access, SUSE has also implemented support for ARM and AArch64 into its openSUSE Build Service. This allows the community to build packages against real 64-bit ARM hardware and the SUSE Linux Enterprise 12 binaries,

The final draft version of the RGI (general interoperability framework), still awaiting final validation, maintains ODF as the recommended format for office documents within French administrations. This new version of the RGI provides substantiated criticism of the OOXML Microsoft format. April thanks the DISIC (French Inter-ministerial IT directorate) for not giving in to pressure and acting in the long-term interest of all French citizens and their administrations.

The KDE community has relesed Plasma 5.3, a major new features release of the popular opensource desktop environment. The latest release brings much enhanced power management, better support for Bluetooth, and improved Plasma widgets. Also available is a technical preview of Plasma Media Center shell. In addition, Plasma 5.3 represents a big step towards support for Wayland windowing system. There are also a few other minor tweaks and over 300 bigfixes.

It has been roughly a year and a half since the last release of the GNU Hurd operating system, so it may be of interest to some readers that GNU Hurd 0.6 has been released along with GNU Mach 1.5 (the microkernel that Hurd runs on) and GNU MIG 1.5 (the Mach Interface Generator, which generates code to handle remote procedure calls). New features include procfs and random translators; cleanups and stylistic fixes, some of which came from static analysis; message dispatching improvements; integer hashing performance improvements; a split of the init server into a startup server and an init program based on System V init; and more.

The Indian government announced a policy yesterday that makes it mandatory to use open-source software in building apps and services, in an effort to “ensure efficiency, transparency and reliability of such services at affordable costs.” The new policy [PDF] states that all government organizations must include a requirement for their software suppliers to consider open-source options when implementing e-governance applications and systems. The move will bring the Indian government in line with other countries including the US, UK and Germany that opt for open-source software over proprietary tools.

The European Commission has updated its strategy for internal use of Open Source Software. The Commission, which is already using open source for many of its key ICT services and software solutions, will further increase the role of this type of software internally. The renewed strategy puts a special emphasis on procurement, contribution to open source software projects and providing more of the software developed within the Commission as open source.

The Pirate Party now measures as the largest political party in Iceland, according to a new servey from the Icelandic market and research company MMR which regularly surveyes the support for the political parties in Iceland. Support for political parties and the government was surveyed in the period between the 13thand 18th of March. The results show that The Pirate Party has gained increased support. Now, support for The Pirate Party totals 23.9%, compared to their previous 12.8% in the last MMR survey.

KDE is among the biggest open source projects which continues to innovate and evolve with the changing times. Often we have seen this particular community create technologies ahead of its time which were later adopted by other projects. The Linux Foundation talked to Lydia Pintscher, the president of the KDE e.V., the nonprofit organization that oversees the legal and financial aspects of the KDE project, to understand the relationship between the community and the organization. We also discussed the challenge of recruiting more women to open source projects and women in the KDE community.

Free software is a matter of freedom, not price; broadly speaking, it means that users are free to use the software and to copy and redistribute the software, with or without changes. Applying the same concept directly to hardware, free hardware means hardware that you are free to use and to copy and redistribute with or without changes. But, since there are no copiers for hardware, is the concept of free hardware even possible? The concept we really need is that of a free hardware design. That’s simple: it means a design that permits users to use the design (i.e., fabricate hardware from it) and to copy and redistribute it, with or without changes. The design must provide the same four freedoms that define free software. Then “free hardware” means hardware with an available free design.
