we joke at my private sector company too. There are so many groups whose job appears to be nothing but putting up barriers and red tape to cripple our ability to do work. Our one pathway to freedom was moving to AWS where gasp, we could create a database with a few clicks versus getting three approvals to move forward with meetings of the infrastructure team to let them tell you what hardware you needed to order, then file tickets to have another team order hardware, follow up for weeks to make sure they actually ordered the hardware, then file tickets with the datacenter people to rack and stack the hardware, while following up daily for weeks to finally have to escalate to have them give you a date many weeks out, to then file tickets for the dba team to install the database software, etc...
