This sounds like an ideal application for plasma kinetics storage solution.
They are basically a rolled up thin film of hydrogen bound to some other elements. When a low power laser hits it, the H2 is released then used in a fuel cell.
They can be recharged with hydrogen far, far cheaper than compressed H2 and significantly cleaner.
You just have 1 or 2 fuel cars behind the engine, like the old coal cars.
Then at a station, it would be a simple matter to swap in a new power module car.
