Almost every place in the world has seen gun violence go down in the last 20-30 years. Who is to say that because this method of education has been used for eons it is not longer valid? Why? In fact, I'd argue completely the opposite: it has survived numerous challenges. Maybe it is as good as it gets and the problem is that education reaches a broader audience that does not interact well with learning. Proof: Trump got elected even though it is going to crap on all the people who voted for him and that was widely known... But... when you have a population that is 50% stupid (being generous here) then you get what you get.
