I agree. Standard time is real time. Noon is when the sun is at its highest point. 1 Post Meridian is not. The days naturally are longer in the summer.
I ended up with Duplicity. It does locally encrypted difftars, versioning and relatively easy retention policy stuff so that I can keep i.e. two full backups and incremental on top of the last one.
Backend? Just choose the one with best price/performance for you. I do the AWS S3 Service from Wasabi, because it has so far served me well and is the cheapest S3-compatible service I have found so far. But Duplicity in itself is quite flexible, so you might find storage solutions that suit you better.
