You're comparing rail to car usage for transportation but you did not address air travel. In the US, you can travel from one major hub to another faster and cheaper via air (where you will have competition among the airlines) then you could via hi-speed rail.

Additionally, any HSR connecting the west coast and the mid west has to deal with the Rocky Mountains.

Define rational? Does this include killing 9month babies who havnt been born yet (Colorado)? Does it include killing babies up to 4 weeks old (proposed California bill, refers to no charges being filed or investigated for perinatal deaths)?

The fact is if Roe had been voted into law, abortion up to twelve weeks would be allowed and the matter would be mostly settled (Casey is what made things worse). But even the saint RBG said Roe was a badly written judgement.

The problem with taking the Norwegian model and applying it to the US is not only a matter of scale but demographics and local traditions/cultural values. Norway is a country w/ the total population that is less then the population of the Dallas metropolitan area. Its very homogeneous and shares a strong cultural heritage. This doesnt apply to not only the US as a whole, not only various states, but metro areas in those states. The Dallas metro area is quite a bit different then Miami metro or NYC or Chicago or Los Angelas....you get the idea.

If Twitter started charging a monthly fee for a simple verified user status (not even the blue check), then that would help reduce the influence of the bot brigades.
