I'm looking at the solution offered where American investors buy TikTok. How would that work? Does China own the product, support it, and roll out updates? Would that necessary technical backend be sold to America as well? Don't copyright protect that stuff?

I appreciate your post and I would add another consideration that answers the question, "Why do the numbers change with distance?" The answer is "standard candles." Close to Earth, we can use direct observation, and those markers have anomalies, due to local gravity influences. As we climb the distance ladder, we depend on standard candles that, "on average," exhibit predictable consistencies.
An obvious problem is the word, "average." That introduces wiggle room; a variation that we don't want. As we move out further, our candles are less standard and errors creep in. The problem is that we don't know, precisely, how many km an object is and that's one of the variables in k/s per MPc. While the new experiments are zeroing in on a reliable figure, the exercise is in "hunt," mode where the margins of error are getting closer to negligible.
