Submission + - 20 Nations at High Risk From Global Warming Might Halt Debt Payments (nytimes.com)

An anonymous reader writes: Twenty countries most vulnerable to climate change are considering halting their repayment of $685 billion in collective debt, loans that they say are an “injustice,” Mohamad Nasheed, the former president of the Maldives, said on Friday. When the World Bank and the International Monetary Fund conclude their annual meetings in Washington on Sunday, Mr. Nasheed said he would tell officials that the nations were weighing whether to stop payments on their debts. The finance ministers are calling instead for a debt-for-nature swap, in which part of a nation’s debt is forgiven and invested in conservation. “We are living not just on borrowed money but on borrowed time,” said Mr. Nasheed, who brought global attention to his sinking archipelago nation in the Indian Ocean by holding an underwater cabinet meeting in 2009. “We are under threat, and we should collectively find a way out of it.” Mr. Nasheed said poor nations were locked in a Sisyphean trap: they must borrow money to ward off rising seas and storms — only to see disasters made worse by climate change destroy the improvements they make. But the debt remains, and often countries are left to borrow once again.

The debt discussions at the I.M.F. and World Bank meetings come as diplomats from nearly 200 countries prepared for global climate change negotiations in November. That United Nations conference, which will take place in Sharm el Sheikh, Egypt, will focus heavily on whether wealthy nations most responsible for the carbon dioxide emissions driving climate change should compensate poor countries that are suffering the worst impacts. Many developing countries and low-lying island nations are pressing for the creation of an international fund that would compensate them for losses and damage caused by climate change. The United States, Europe and other wealthy countries that have historically emitted the bulk of greenhouse gases have opposed the creation of such a fund, in part because they fear being held legally liable for skyrocketing disaster costs.

Mr. Nasheed said he believed focusing on a debt swap could bypass contentious debates over creating a new international fund for reparations. He also noted that many funds that have been created have gone unfilled, he said. If debts owed by countries were shaved by 30 percent and that money was instead invested in projects such as improving water systems or preserving mangrove forests that protect shorelines from hurricanes, “it would have a huge impact,” Mr. Nasheed said. Kristalina Georgieva, the head of the I.M.F., said last year that such debt swaps could help developing countries address climate change and pledged to work with the World Bank to “advance that option” at the United Nations climate meeting in Egypt. According to the World Bank, 58 percent of the world’s poorest countries are at risk or are in “debt distress.” At the same time, the loss and damage needs for vulnerable countries are projected in one study at$290 billion to $580 billion annually by 2030.

schwit1 writes: In the new research, which has not been peer-reviewed, a team of researchers from Boston and Florida extracted Omicron's spike protein — the unique structure that binds to and invades human cells.

It has always been present in the virus but has become more evolved over time. Omicron has dozens of mutations on its spike protein that made it so infectious.

Researchers attached Omicron's spike to the original wildtype strain that first emerged in Wuhan at the start of the pandemic.

The researchers looked at how mice fared against the new hybrid strain compared to the original Omicron variant.

Writing in the paper, they said:‘In...mice, while Omicron causes mild, non-fatal infection, the Omicron S-carrying virus inflicts severe disease with a mortality rate of 80 percent.’

The researchers said it signaled that while the spike protein is responsible for infectivity, changes to other parts of its structure determine its deadliness.

theodp writes: UNDARK has an interesting interview with NYU Prof Emeritus Gary Marcus (PhD in brain and cognitive sciences, MIT) about Why Mastering Language Is So Difficult for AI. Marcus, who has had a front-row seat for many of the developments in AI, says we need to take AI advances with a grain of salt.

Starting with GPT-3, Marcus begins, "I think it’s an interesting experiment. But I think that people are led to believe that this system actually understands human language, which it certainly does not. What it really is, is an autocomplete system that predicts next words and sentences. Just like with your phone, where you type in something and it continues. It doesn’t really understand the world around it. And a lot of people are confused by that. They’re confused by that because what these systems are ultimately doing is mimicry. They’re mimicking vast databases of text. And I think the average person doesn’t understand the difference between mimicking 100 words, 1,000 words, a billion words, a trillion words — when you start approaching a trillion words, almost anything you can think of is already talked about there. And so when you’re mimicking something, you can do that to a high degree, but it’s still kind of like being a parrot, or a plagiarist, or something like that. A parrot’s not a bad metaphor, because we don’t think parrots actually understand what they’re talking about. And GPT-3 certainly does not understand what it’s talking about."

Marcus also has cautionary words about Google’s LaMDA ("It’s not sentient, it has no idea of the things that it is talking about."), driverless cars ("Merely memorizing a lot of traffic situations that you’ve seen doesn’t convey what you really need to understand about the world in order to drive well"), OpenAI’s DALL-E ("A lot of AI right now leverages the not-necessarily-intended contributions by human beings, who have maybe signed off on a 'terms of service' agreement, but don’t recognize where this is all leading to"), and what's motivating the use of AI at corporations ("They want to solve advertisements. That’s not the same as understanding natural language for the purpose of improving medicine. So there’s an incentive issue.").

Still, Marcus says he's heartened by some recent AI developments: "People are finally daring to step out of the deep-learning orthodoxy, and finally willing to consider “hybrid” models that put deep learning together with more classical approaches to AI. The more the different sides start to throw down their rhetorical arms and start working together, the better."

An anonymous reader writes: More than five billion of the estimated 16 billion mobile phones possessed worldwide will likely be discarded or stashed away in 2022, experts said Thursday, calling for more recycling of the often hazardous materials they contain. Stacked flat on top of each other, that many disused phones would rise 50,000 kilometers (30,000 miles), more than a hundred times higher than the International Space Station, the WEEE research consortium found. Despite containing valuable gold, copper, silver, palladium and other recyclable components, almost all these unwanted devices will be hoarded, dumped or incinerated, causing significant health and environmental harm.

"Smartphones are one of the electronic products of highest concern for us," said Pascal Leroy, Director General of the WEEE Forum, a not-for-profit association representing forty-six producer responsibility organizations. "If we don't recycle the rare materials they contain, we'll have to mine them in countries like China or Congo," Leroy told AFP. Many of the five billion phones withdrawn from circulation will be hoarded rather than dumped in the trash, according to a survey in six European countries from June to September 2022. This happens when households and businesses forget cell phones in drawers, closets, cupboards or garages rather than bringing them in for repair or recycling. Up to five kilos (8 pounds) of e-devices per person are currently hoarded in the average European family, the report found.

According to the new findings, 46 percent of the 8,775 households surveyed considered potential future use as the main reason for hoarding small electrical and electronic equipment. Another 15 percent stockpile their gadgets with the intention to sell them or giving them away, while 13 percent keep them due to "sentimental value." "People tend not to realize that all these seemingly insignificant items have a lot of value, and together at a global level represent massive volumes," said Pascal Leroy. "But e-waste will never be collected voluntarily because of the high cost. That is why legislation is essential."

quonset writes: Hackers are on a roll in 2022, stealing over $3 billion in cryptocurrency. And the year isn't over yet. For comparison, in 2021, only $2.1 billion in crypto currency was stolen during the entire year. From the story:

A big chunk of that $3 billion, around $718 million, was taken this month in 11 different hacks, Chainalysis said in a series of tweets posted Wednesday.

"October is now the biggest month in the biggest year ever for hacking activity, with more than half the month still to go," the company tweeted.

In past years, hackers focused their efforts on attacking crypto exchanges, but those companies have since strengthened their security, Chainalysis said. These days, cybercriminals are targeting "cross-chain bridges," which allow investors to transfer digital assets and data among different blockchains.

An anonymous reader writes: Modified off-the-shelf drones have been found carrying wireless network-intrusion kit in a very unlikely place. Greg Linares, a security researcher, recently recounted an incident that he said occurred over the summer at a US East Coast financial firm focused on private investment. He told The Register that he was not involved directly with the investigation but interacted with those involved as part of his work in the finance sector. In a Twitter thread, Linares said the hacking incident was discovered when the financial firm spotted unusual activity on its internal Atlassian Confluence page that originated from within the company's network.

The company's security team responded and found that the user whose MAC address was used to gain partial access to the company Wi-Fi network was also logged in at home several miles away. That is to say, the user was active off-site but someone within Wi-Fi range of the building was trying to wirelessly use that user's MAC address, which is a red flag. The team then took steps to trace the Wi-Fi signal and used a Fluke system to identify the Wi-Fi device. "This led the team to the roof, where a 'modified DJI Matrice 600' and a 'modified DJI Phantom' series were discovered," Linares explained. The Phantom drone was in fine condition and had a modified Wi-Fi Pineapple device, used for network penetration testing, according to Linares. The Matrice drone was carrying a case that contained a Raspberry Pi, several batteries, a GPD mini laptop, a 4G modem, and another Wi-Fi device. It had landed near the building's heating and ventilation system and appeared to be damaged but still operable. "During their investigation, they determined that the DJI Phantom drone had originally been used a few days prior to intercept a worker's credentials and Wi-Fi," Linares said. "This data was later hard coded into the tools that were deployed with the Matrice."

According to Linares, the tools on the drones were used to target the company's internal Confluence page in order to reach other internal devices using the credentials stored there. The attack, he said, had limited success and is the third cyberattack involving a drone he's seen over the past two years. "The attackers specifically targeted a limited access network, used by both a third-party and internally, that was not secure due to recent changes at the company (e.g. restructuring/rebranding, new building, new building lease, new network setup or a combination of any of these scenarios)," Linares told The Register. "This is the reason why this temporary network unfortunately had limited access in order to login (credentials + MAC security). The attackers were using the attack in order to access an internal IT confluence server that contained other credentials for accessing other resources and storing IT procedures." [...] While the identity of the attacker has not been disclosed, Linares believes those responsible did their homework. "This was definitely a threat actor who likely did internal reconnaissance for several weeks, had physical proximity to the target environment, had a proper budget and knew their physical security limitations," he said.

According to its study data this new IV drug helped by less than 1/2 point on a clinical scale where donepezil helped by 1/2 point and memantine by 1 point. Those other two drugs are available now, are oral, and cost hundreds or at most thousands a year, not tens of thousands of dollars or more a year. The promise of these IV amyloid drugs was for a cure. They have so far in their studies failed to stabilize or reverse disease, and so they have failed to deliver.
