Your story is exactly why driving slow in the passing lane is dangerous. If the person at the front of the long line of stuck traffic were to move over instead of riding the passing lane, then the psychopath in the black truck would have passed safely and gotten a ticket up the road somewhere. By the way, this is not just etiquette, in most states it's law -- and for a good reason. For example in Florida, "Driving too slow" is a traffic violation, and it's defined as "driving slower than traffic to your right." That means that you could get a ticket for both speeding and for driving too slow at once. If they enforced that more, then stories like yours would be less common.
