A) It's not fish tank cleaner, it's chloroquine phosphate, hydroxychloroquine is a derivative of it, both are being proposed as treatments.

The woman gave her husband chloroquine phosphate. It's known to be toxic, thats why there's the big pushback from the medical community on giving it out in mass. And that's a pretty wild claim that she possibly murdered her husband when the police say that's not what happened.

There is evidence that people taking the drug for the on-label uses e.g. lupus have no reported cases of COVID-19
holy shit this is a dangerous claim. Even if chloroquine and/or derivatives had any effect people with lupus are far more prone to infections and chloroquine is at best claimed to be a helping hand, not an outright cure. Every lupus oriented organization is telling lupus patients right now to be extremely cautious even if they are on HCQ
Do you have a source on either of those claims? All I can find is articles from doctors from both NY and Lousiana saying they don't really see it having any effect.

I see you didn't bother to click my link. A) it's not aquarium cleaner. It's fish ich treatment. B) no it doesn't in fact they sell it as pure chloroquine phosphate, there's more filler chemicals in the human version than there are in the aquarium one.
To say that Chloroquine Phosphate is the same as Hydroxychloroquine is like saying that Polyethylene Glycol (Colonoscopy prep) is the same as Ethylene Glycol (Antifreeze) - It's a very disingenuous comment.

They never claimed that. They claimed it was the same as chloroquine phosphate which is used to treat fish ich... and... it is.
The drug just can be fatal if the wrong dose is given.
