No, you flat out dismissed it simply because it hasn't happened yet. If people flat out dismissed interesting new developments--as you did, in your own words--just because they were in the very earliest stages, then the Apollo missions never would have happened because they were as insignificant as an extra speck of dust on your desk.
Getting things like this done requires people getting excited about it before it happens.

Interestingly, Coulton made some changes to the lyrics of the song itself, and those changes were used in the show. For instance, the line "Johnny C is in trouble" is in the Glee "rendition."
The great thing is that, at least in some states (AK for instance) by refusing to allow the officer to search your car, you're giving him reason to impound it as evidence so it can be searched at their leisure and without your presence. Fun, eh?

Unless the numbers aren't based on actual hours worth of video streamed, but something more crude, such as "use started to stream video that is 2 hours long, that counts as 2 hours." In which case, it's extremely easy to imagine the average user opening the stream for 34 hours worth of video a month. I probably do twice that, myself.
