It's not hard. It's not what Apple wants.
Honestly I would suggest they add the option But also allow Apps to Impose a phone security policy.
For example, Banking Apps can require that your phone be set to "Run app store apps only" for security reasons, or Netflix for DRM reasons, In order to install and use the apps, and the setting Can't be changed without removing those apps first.
This would allow Apple to make someone else the bad guys, because it's some 3rd party Apps who rely on iOS walled garden in order to enforce their basic security and digital rights management protections.
They can have it so that changing that setting requires a Hard reboot of the phone, and when the device is Booted in "Run any app mode" - Certain security keys will be unavailable on the device. Changing back to App store only mode requires a Secure boot chain, and no apps can be launched until executable code is re-verified - Effectively the whole device has to be reverified before the device can be trusted again to use secured apps.
