ASIO & the AFP don't think e-intercept warrants are easy enough to get
www.smh.com.au/opinion/political-news/super-warrants-proposed-as-expansion-of-security-powers-20120503-1y1v5.html
"The Attorney-General, Nicola Roxon, will ask the parliamentary joint committee on intelligence and security to consider reforms through public hearings. Included in reforms the government is pursuing is to ''streamline'' ASIO's warrants, allowing them to be varied by the Attorney-General, making renewing of warrants easier and extending the duration of search warrants from 90 days to six months. ...
The committee is also charged with considering creating a single warrant with multiple telecommunications intercept powers for phones and computers among others, and creating a single warrant for a person covering multiple existing powers, removing the need for separate warrants against a single target.
The number of agencies allowed to lawfully access communications would be reduced under the government's proposals but simplifying information sharing between groups will be pushed.
Ms Roxon said lawful access to telecommunications would be reviewed to ensure investigative tools were not lost as telco providers changed business practices and began to delete data more regularly.
The government wants feedback on making it an offence to fail to help in data decryption and legislating telecommunication companies to keep data for up to two years"

"While in Canberra and Brisbane, Secretary Napolitano will deliver remarks on security, privacy, and strong international partnerships at the Australian National University, and meet with Australian counterparts to discuss the ongoing partnerships to combat transnational crime, counter violent extremism, enhance information sharing, and work to ensure a more safe, secure, and resilient global supply chain"

"An authorised intelligence operations scheme for ASIO officers will be examined, under which agents are afforded the same protection from criminal and civil liability that Australian Federal Police receive. The committee will also consult on measures to address security risks posed to the telecommunications sector and whether the government needs to institute obligations on the industry to protect their networks from unauthorised interference.
The review comes as visiting US Secretary of Homeland Security Janet Napolitano last night announced agreements between Washington and Canberra firming co-operation in tackling transnational crime and terrorism. They cover improvements to information sharing across a range of areas including terrorism, transnational crime, terrorism, violent extremism and trade."
BTW our internal secuirty agency reports to our Attorney-General (ie Roxon). Napolitano you know and love already.
