That part I will give you: it is a misguided attempt at saving the culture. French is like the 6th most spoken language in the world, it is not going anywhere. Plus, if you go outside of montreal, you quickly reach places where no one speaks english. I live 25 minute from down town and most people around here do not speak english.
If instead they tried to preserved the Quebecois language as separate from french, maybe they would be on to something.
Have you watched Strange New world ? I thought they did a good job of making sure they were not messing timelines, mostly canon, etc. It has a pretty good TNG vibe.

If we were to factor in the externalities of doing business, a net positive would result for society. If the cost of goods included the real cost to the infrastructure and environment, we would stop shipping natural ressources accros the globe and then shipping the refined product back.

You might want to look into how are those numbers gathered and generated. A good portion of the population has to have 2 to 3 jobs to meet end. That is not a healthy job market.
Except, that jet is tax deductible as an expense. The externalities be damned!
We forget quickly that the government is composed of the same people that compose The Public. It is a human problem, not a government problem. And especially not a technical problem.
The way it works here is you always pay the taxe, but when you do your report, you can deduce some of it.
I would put processes in place, and enforce them, that prevents the rotating-door politics we have today. Maybe make lobbying and marketing a non-tax deductible expense.
