Quebec in Canada has a standardized setup like that called CEGEP. After high school they do either a kind of pre-university program or a longer vocational program, i think 2 or 3 years respectively.

I can't speak to the quality as I finished high school in the states and went straight to university, but it's definitely an interesting system.
