ndege writes "According to Mitch Bowling, senior vice president of online service at Comcast, only a handful of people fall into the "excessive user" category. Pressed to say how much bandwidth consumption is too much, Bowling says, "the equivalent of two T-1 lines." Read the interview with Comcast and the FCC over at USAToday. Does this mean that the Comcast's standard 6Mb high-speed line is twice what Comcast considers "excessive"?"

People who use "the equivalent of two T-1 lines" -- big data lines used by large corporations.
Large corporations have not used T1 for several years -- except perhaps at small branch offices.
