    Did they think it was a for-profit scam, or did they just not understand the approach?

    ummm... they're just corrupt. really, it's not rocket science

  • Microsoft has moles in the oddest places. They can't all get to their intended target on the first try. After a while in government they can migrate though. In the mean time they get bored and try pranks like this. We will never know who the mole was this time. Wait till you see what they get up to at the Department of the Interior. Billions in Native American trust funds for software they never use? Why not?
