With negotiations on the verge of falling apart because Nokia questioned Microsoft's dedication, Ballmer flew through snow and fog and even ditched his private jet for a commercial flight to make it to Helsinki in time for a meeting last month. Ballmer also threw billions of dollars at Nokia and promised them control over the phone platform's mapping program in order to secure the deal. Google wasn't willing to go that far."
