Democracy can be a good form of government when the group being governed is small. A couple hundred people, for example, in a village would be able to democratically make any decisions pertaining to the village. Everyone would know everyone else and getting a count of who is for or against would be fairly easy.

Specifically: Greed
There is a saying: "Power corrupts, and absolute power corrupts absolutely". I do not believe it as an absolute rule, but it is an accurate general rule. In the long run there is no known way to keep greedy people from politicking their way into positions of power and corruption.
In that regards, I think Democracy does a very good job.
