Judicial, legislative and administrative wings of the government should focus on developing and providing a platform/culture for people to sell their products and services.

If we watch, how passionate the people in Japan are while selling/serving the customers, you will see the difference between a advanced and a developing nation.

To summarize, the government that encourages and facilitates citizens to sell products and services is the key for any nation's prosperity.
