BHO owns a substantial chunk of his woes, but it's not an open-and-shut case that we'd've gotten into reform mode in the counterfactual case of a GOP administration.

Again, and not to go picking up d_r's argument too much, he's either effective, or he's not. I think he's mostly incompetent. If true, you have to remember to blame the context where appropriate.

We'll have to give it a few decades for facts to creep out, but if it turns out that BHO is the climax of a "soft conspiracy", and amounts to an attack on the country, I will be completely unable to register surprise.
Or maybe he's just a dickhead.
But I'm not sure he's all that substantially more evil than many others cruising at that altitude. The GOP hardly seems to miss an opportunity to miss an opportunity to set about reforming anything.
