If you have a significant amount of money in your Paypal account you should know just how easy it is to lose access to it, and how hard it is to get it back. Simply checking your Paypal Account Via Opera Mini can automatically lock your account. To Paypal Security it looks like an out of country hack from Norway via an anonymizer. In fact, it's Opera's Transcoder attempting to compress data being delivered to your device. http://www.evolvingoffice.com/2008/10/29/the-dangers-of-using-opera-mini-to-access-paypal/ Opera's own site tells you there is no end to end security when using Opera Mini to access Paypal. Their transcoder sees it all and Paypal obviously doesn't like that.

Once locked, it's not necessarily possible to unlock it through the traditional web verification tools, it may stay locked until you call Paypal as their web tools for unfreezing your assets are outdated.
