      In a way, he has been. Why isn't Bin Laden in Custody? We find out this week in the Washington Post that Bush refused to send the foot troops needed to capture him back in December 2001, and started pulling troops OUT of Afghanistan in February 2002.         I second that - somehow, Rumsfeld has managed to stay onboard despite the glaring failure of his "lean & mean" approach to restructuring the military. They didn't go in with even half enough troops to really do the job. Yet Bush stands by his circle of misanthropic misfits no matter the consequences.

        And heck, the sacrifice the administration is trying to avoid doesn't even extend to the draft. Time and again, Bush emphasizes that keeping the economy rolling along is paramount. There is no notion of
