Even a partial restriction of bids by Verizon and AT&T could have a significant impact on auction revenues, said Douglas Holtz-Eakin, a co-author of the Georgetown study. Matt Wood, policy director at digital rights group Free Press, fired back, saying 'No one is talking about completely barring AT&T and Verizon from the incentive auction. Sensible people are talking about making sure that more than two companies have a chance at obtaining spectrum. The fact that these duopolists hired economists to parrot the companies' own talking points isn't really that newsworthy.'"

A new 'notes' feature, announced on the project's blog, allows anonymous users to submit bug reports which will alert mappers in the area to incorrect or incomplete map information. The feature also allows for commenting on notes, potentially enabling two-way communication between a mapper and a bug reporter if more information is needed."

Today, the FSF announced certification of the ThinkPenguin TPE-N150USB, Wireless N USB Adapter, which uses the Atheros ARAR9271 chip. The FSF's RYF certification requirements are focused on the software (not the hardware designs) of a product, which in this case was primarily the device firmware and ath9k-htc module in the Linux-libre kernel. (Disclosure: I work for the FSF.) There's also a cool story that is within this story... which is that the firmware for the Atheros AR9271 chipset was released as a result of a small device seller (ThinkPenguin) striking a deal with a large electronic device manufacturer (Qualcomm Atheros) to build a WLAN USB adapter that shipped with 100% free software firmware. This deal was possible largely because two motivated Qualcomm Atheros employees, Adrian Chadd and Luis Rodriguez, made the internal-push to get the firmware released as free software."

Yes, 25x16/25x14 panels are coming down in price, but it might be the influx of 4K monitors that makes a splash. PC Perspective purchased a 4K TV for under $1500 recently and set to benchmarking high end graphics cards from AMD and NVIDIA at 3840x2160. For under $500, the Radeon HD 7970 provided the best experience, though the GTX Titan was the most powerful single GPU option. At the $1000 price point the GeForce GTX 690 appears to be the card to beat with AMD's continuing problems on CrossFire scaling. PC Perspective has also included YouTube and downloadable 4K video files (~100 mbps) as well as screenshots, in addition to a full suite of benchmarks."

For the past 20 years, researchers have unsuccessfully used Internet-based concepts in attempts to significantly scale mobile ad hoc networks, DARPA said. A constraint with current examples is they can only scale to around 50 nodes before network services become ineffective."
waderoush writes "A rash of media reports last week, reporting on a study released by the Texas A&M Transportation Institute, implied that using voice-to-text apps like Siri or Vlingo while driving is no safer than manual texting. But Adam Cheyer, the co-inventor of Siri, says journalists took the wrong message from the study, which didn't test Siri or Vlingo in the recommended hands-free, eyes-free mode. In the study, researchers asked subjects to drive a closed course while they held an iPhone or Android phone in one hand, spoke messages into Siri or Vlingo, proofread the messages visually, and pressed buttons to send the messages. Under these conditions, driver response times were delayed by nearly a factor of two, the researchers found. 'Of course your driving performance is going to be degraded if you're reading screens and pushing buttons,' says Cheyer, who joined Apple in 2010 as part of the Siri acquisition and left the company two years later. To study whether voice-to-text apps are really safer than manual texting, he says, the Texas researchers should have tested Siri and Vlingo in car mode, where a Bluetooth headset or speakers are used to minimize visual and manual interaction. 'The study seems to have misunderstood how Siri was designed to be used,' Cheyer says. 'I don't think that there is any evidence that shows that if Siri and other systems are used properly in eyes-free mode, they are 'just as risky as texting.''"
New submitter Doug Otto sends word that researchers working on the ALPHA experiment at CERN are trying to figure out whether antimatter interacts with gravity in the same way that normal matter does. The ALPHA experiment wasn't designed to test for this, but they realized part of it — an antihydrogen trap — is suitable to collect some data. Their preliminary results: uncertain, but they can't rule it out. From the article: "Antihydrogen provides a particularly useful means of testing gravitational effects on antimatter, as it's electrically neutral. Gravity is by far the weakest force in nature, so it's very easy for its effects to be swamped by other interactions. Even with neutral particles or atoms, the antimatter must be moving slowly enough to perform measurements. And slow rates of motion increase the likelihood of encountering matter particles, leading to mutual annihilation and an end to the experiment. However, it's a challenge to maintain any antihydrogen long enough to perform meaningful experiments on it, regardless of its speed. ... The authors of the current study realized that [antiatoms trapped in ALPHA] eventually escaped or were released from this magnetic trap. At that point, they were momentarily in free-fall, experiencing no force other than gravity. The detectors on the outside of ALPHA could then determine if the antihydrogen was rising or falling under gravity's influence, and whether the magnitude of the force was equivalent to the effect on matter."

But many developers found that on April 1 that revenue abruptly dropped by an order of magnitude, with most potential ad impressions going unsold; one developer reported only 160,000 ads served to 60 million requests, a fill rate of less than 0.3%. Since many of the ads before April 1 had been for Bing, this may be a sign that Microsoft is no longer willing to subsidize its developers — and that advertisers aren't that interested in buying ads in Windows 8 apps."

'In five years I don't think there'll be a reason to have a tablet anymore,' he told an interviewer at the Milken Institute conference in Los Angeles, according to Bloomberg. 'Maybe a big screen in your workplace, but not a tablet as such. Tablets themselves are not a good business model.' That may come as a surprise to Apple, Google, Amazon and Samsung, all of which have built significant tablet businesses over the past few years. Research firm Strategy Analytics suggested in a research note earlier this month that the global tablet market hit 40.6 million units shipped in the first quarter of 2013, a significant rise from the 18.7 million shipped in the same quarter last year. So why would Heins offer such a pessimistic prediction when everyone else — from the research firms to the tablet-makers themselves — seems so full-speed-ahead? It's easy to forget sometimes that BlackBerry has its own tablet in the mix: the PlayBook, which was released to quite a bit of fanfare in early 2011 but failed to earn iPad-caliber sales. Despite that usefulness to developers, however, the PlayBook has become a weak contender in the actual tablet market. If Heins is predicting that market's eventual demise, it could be a coded signal that he intends to pull BlackBerry out of the tablet game, focusing instead on smartphones. The chip's CPU and GPU components will have a shared address space and will also share both physical and virtual memory. This so-called heterogeneous uniform memory access, or hUMA, supports configurations with either DDR3 or GDDR5 memory. It's also based entirely in hardware and should work with any operating system. The U.S. House Committee on Science, Space and Technology chose Smith to Chair as an overseer for the National Science Foundation's funding process. Smith is preparing a bill (PDF) which will require that every grant must benefit 'national defense,' be of 'utmost importance to society,' and not be 'duplicative of other research.' Duplicating research seems reasonable until you consider that this could also mean the NSF will not provide funding for research once someone has already provided results — manufactured or otherwise. A strange target since there is a process in place which makes an effort to limit duplicate funding already. The first and second requirements, even when read in context, still miss the point of basic research. If we were absolutely without-a-doubt-certain of the results, there would be little point in doing the research in the first place."

Other German authorities have now decided that 'the approach taken is not up to the principle of efficiency and economy' and that the 187,300 Euro invested in this radical form of virus removal were inappropriate. The ministry had earlier estimated the cost of cleaning their desktops and servers by more conventional means to 130,000 Euro."

The government expects the majority of its 40,000 PCs to be migrated this year, the region's CIO Theodomir Cayetano announced on 18 April. Extremadura estimates that the move to open source will help save 30 million euro per year. Extremadura in 2012 completed the inventory of all the software applications and computers used by its civil servants. It also tailored a Linux distribution, Sysgobex, to meet the majority of requirements of government tasks. It has already migrated to open source some 150 PCs at several ministries, including those for Development, Culture and Employment."
